International organizations in Montréal benefit from a range of government measures, programs and services that address their establishment, relocation, installation, recruitment, training, and ongoing operation. 

  • As nonprofit organizations and/or registered charities, international organizations are typically exempt from Canadianincome tax. Registered charities are also entitled to issue tax receipts to their donors, allowing tax credits or deductions within prescribed limits.
  • International governmental organizations established in Montréal may obtain, by agreement, certain privileges and exemptions from the Government of Canada. The terms of such arrangements are typically negotiated in the context of a formal Headquarters Agreement.
  • Important additional privileges and benefits are also possible for governmental and non-governmental organizations established in Montréal, through arrangements negotiated directly with the Ministry of International Relations of Québec. The MRI has in place a policy concerning the hosting of international organizations, which permits, by agreement, the granting of specific benefits when they meet strict criteria and operate in areas that form part of Québec’s priorities.
  • Support may be available to international organizations that plan to build and grow their teams in Montréal through programs offered by Emploi Québec, the Québec Government Ministry of Labour.
  • Financial support to international organizations establishing in or relocating to Montréal may be available through the FODIM (International Development Fund of Montréal), a program administered by Montréal International on behalf of its governmental partners.
